May 19, 2020

As of May 15th, 2020, TOH has decided to extend the suspension of ALL visiting elective resident
physicians from outside the University of Ottawa until September 22, 2020 placed at TOH as well as
those at the University of Ottawa Heart Institute (UOHI) who are overseen and supported by TOH
Education. Over the course of the nest few months TOH will take the necessary steps to re-evaluate the
organization’s readiness to resume these educational opportunities.

The exception to this direction is that TOH will continue to permit resident physicians from other
Canadian universities who are requiring mandatory rotations at TOH under the auspices of pre-existing
Inter-University Agreements (IUAs) between their home university and the University of Ottawa. These
requests will be reviewed for approval by TOH Education.

We are now in a position to consider elective applications for block 1, July 1, 2020.

Given the fluidity of the COVID-19 situation, we will continue to monitor and adhere to the standards set by Ottawa Public Health (OPH). We therefore recommend that you do not make any travel nor accommodations arrangements until closer to the date, in case the elective needs to be cancelled due to changes in direction from OPH, or further to direction from your home school. As no PGME office can predict nor guarantee that there will be no last minute rotation cancellations due to COVID-19 related events, it is incumbent upon visiting residents to be aware that uOttawa cannot compensate trainees for expenses related to rotation cancellations as a result of COVID19 – directives.

Please note that a self-isolation period may be required before entry into any of the hospitals within the Ottawa region. It will be your responsibility to verify this requirement with the program you are going to, and the hospital’s occupational health services prior to arranging your travel and accommodations.

Our electives application system will automatically reject applications that do not meet the 2 month prior to block start rule. If you are requesting an elective for block 1, and receive this message, you will be contacted by our electives coordinator to determine if an exception can be arranged.

Thank you for your understanding and attention in this important matter.

Now more than ever before, it is crucial we all come together as a community to get through this difficult period.  As a thank you to frontline workers for keeping our community safe and healthy, Uber Eats has offered a promotional code for delivered meals valued at $25 to residents at the University of Ottawa, Faculty of Medicine. Details of how to obtain these meals have been distributed to our learners via email.  We are so very thankful and proud of the work they are doing in providing excellent health care in a time when it is so desperately needed.  Thank you to Uber Eats for keeping our busy healthcare professionals be fed. Be well and safe.

The Royal College of Physicians and Surgeons of Canada has had to postpone all spring exams. The RCPSC will be postponing the delivery of its written exams to September 2020 at the earliest. The RCPSC is committed to giving at least six weeks’ notice to all residents prior to exams.

The CFPC has confirmed that examinations will now take place in the fall. Simulated Office Orals (SOOs) will now take place from October 16 to 18, 2020.

The MCCQE Part I scheduled from April 15 to May 15, 2020 and the MCCQE Part II scheduled for May 2 and 3, 2020 have been postponed. The timing of new exam schedules is under review but no specific date has been set.

Provincial Licensing

Graduates from our programs will, as always, be able to apply for an Ontario restricted license that would allow them to practice in the absence of having successfully sat their certification exams. The CPSO is looking at modifying the process to see if they can make it more automated and perhaps some other changes (requirement of having a supervisor). The other provinces’ Medical Regulatory Authorities are also working and supporting similarly in their own jurisdictions.

Any PG learner may need to be redeployed to services in need. A document was circulated to all Chairs, PD’s, PA’s and trainees identifying the principles and processes involved in redeployment. This document is still under review and updates will be sent as they are available

The PGME office is cancelling the in-person orientation session for new residents scheduled for June 30, 2020 in response to current direction from uOttawa and government agencies. We are in the process of developing a virtual solution. More information to follow.

Internal Reviews

PGME has postponed all preparatory internal reviews scheduled through September. The accreditation team is reviewing the schedule and will coordinate with programs directly.

CBME Updates

CBME remains on track to be implemented to selected programs in July 2020.
